Most civilians have dash cams today, why would you not know a city vehicle has one. Stopping in the middle of the road for no reason is a crime, impeding an emergency vehicle is another (however it doesn't seem like the lights/sirens were active ). I hope he got a ticket or three.

I mean the truck was def being a left lane hugger and that is wrong and he should get a ticket (my state and most have left lane laws) for left lane driving especially if he stays in it longer. But there is no traffic so wtf guy why be mad?! Pass him in the right lane. Maybe the driver of the truck is the type of guy who won’t get over to any lane until doing the speed limit and since those truck weigh 1 billions (ha) pounds it takes a minute to get up to speed? Regardless at most yell up get out of the left lane or ask them at the next stop light. Never pull in front and slam brakes.
